Overview

The aim of this consultation is to seek stakeholder’s views on the publication of new procedures that will be flown by aircraft departing from, and arriving at Liverpool John Lennon Airport (LJLA).

The majority of UK airports, including LJLA, are seeking to modernise the routes aircraft fly to and from the airport.  The routes are known as Instrument Flight Procedures (IFPs), which broadly means that the aircraft’s onboard instruments or systems are used to navigate to and from the airports, and along the national and international en-route airways structure. Modernisation of the IFPs is required to allow aircraft to make use of Global Navigation Satellite Systems (GNSS) technology rather than relying on ground-based radio beacons, the majority of which will become obsolete in the next two years.

LJLA is proposing to introduce Standard Instrument Departures (SIDs), Instrument Approach Procedures (IAPs) and Transitions (the section of the route between the airways and the approach procedure) as part of this Airspace Change Proposal (ACP).

The purpose of this consultation is for you, our stakeholders, to respond effectively to the information we have provided.  The Consultation Document can be read in conjunction with the Consultation Strategy, which outlines the consultation approach, and Full Options Appraisal, which requires an assessment of the costs and benefits of introducing new procedures.

Why your views matter

This consultation allows LJLA, who is the Change Sponsor, to gather and consider views and information from relevant stakeholders about the potential impacts of this ACP.  Stakeholders have a crucial role to play in providing relevant and timely feedback to LJLA with their views and opinions on the impact of this ACP.

You have the opportunity to provide relevant feedback, which may conflict with that of other stakeholders.  After the consultation has ended, we will consider all your feedback and then produce the final design proposal, which may differ from that described in this document.

The consultation begins on 13th January 2020 and ends on 9th April 2020.

Update:

Liverpool John Lennon Airport recognises that the global Coronavirus represents an unprecedented challenge for all of us as individuals or the organisations we represent.  LJLA has made the decision to extend the deadline of our public consultation on new procedures that will be flown by aircraft departing from, and arriving at LJLA.  This will allow stakeholders a greater opportunity to input into the consultation exercise despite the disruption caused by Coronavirus.

The consultation will now close on Monday 27 April 2020.

What happens next

After the consultation period has ended, the feedback of everyone who responds to the consultation will be taken into account and the sponsor will follow current government and CAA guidance to take forward the proposal. 

LJLA will consider all of the feedback received and, where possible, specific responses and/or key themes will influence the development of the final submission to the CAA.  The outcome of the consultation will be captured in a Consultation Report, which will summarise the themes and LJLA’s response to any issues raised.  The Consultation Report will be available to download via the CAA airspace change portal for the LJLA ACP.
