The proposal contains no actual safety related data. How many airpox reports have there been since the RMZ was implemented?
There is no analysis of current traffic volumes. How many of the current annual movements already have ADS-B out?
Many GA aircraft have taken advantage of the CAA EC rebate scheme. This did not mandate ADS-B out. What are those users (of whom I’m one) meant to do now?
Many GA ADS-B installations use uncertified GPS inputs and are thus filtered out by TCAS so there will be very limited safety benefits.
For the majority of the time that Land End is operational so is the LARS provided by RNAS Culdrose this is certainly the case as regards military aircraft movements.

For all the reasons stated above. This puts a high cost on individual operators with very limited safety benefits.

Technology is available to the airfield operator to track all aircraft with existing EC devices. This would provide them with enhanced situational awareness.

If the CAA wish to implement such a zone it is imperative that they re-open the EC rebate scheme to allow any operator who purchased equipment that not now allow them to meet the requirements of an ADS-B zone to purchase/upgrade equipment so that it does.
